I have not seen javax.speech being part of any J2ME profile (neither CLDC nor CDC); moreover, I think you will not be able to run Cloudgarden's JSAPI implementation, as it relies on JMF, but CDC instead comes with a customized Mobile Media Framework...

I recommended the two engines mentioned before, because I think they can be used in for professional applications. You might find other engines that satisfy your needs besides these two, but most probably you will also need to access them in C++. Unfortunately, I cannot remember any freely available implementation that also runs on Pocket PC, but if you find one, please let me know.
